Most of Jing-Jy's painting techniques are watercolor on rice paper in free-hand style, while some are on silk in “Gong Bi” style, a style characterized by fine brush works and close attention to details. Chen works from her home studio in Laurel, Maryland. She is a regular participant in the Artist-in-Residence program in Maryland schools, teaching students the techniques she uses in her paintings. 

Chen was born in Tainan, Taiwan.  She went to the University of Rochester in New York for her postgraduate education and in1970 received a Master's in Education degree.  She started Chinese painting during her college years and, in 1982, she studied under well-known Chinese watercolor artist, Winifred Lee, in Vancouver, Canada.
